The Act applies alongside state laws rather than replacing them, and how it is enforced against offshore exchanges and their users is still developing.

The Information Technology Act, 2000

The IT Act gives the government powers to block websites and governs intermediaries such as internet providers and payment processors. It is the legal basis on which betting domains are periodically blocked, which is one of the reasons mirror URLs exist. It also covers offences such as identity theft and cheating by personation, which are the laws that fake login sites and scam "support" numbers break.
